This paper exams the emergence of intelligent tutoring systems on the WWW. Initially, definitions of intelligence for intelligent tutoring systems are advanced. Subsequently, these definitions are used as analytical tools and performance benchmarks in evaluating the evolution of technical models and architecture for the WWW. It is argued that significant progress has been made, but that cost and institutional problems retard the full exploitation of new client/server architectures and technical capacities. Possible solutions to these problems are discussed and areas for future research identified.
