This paper presents planning models for hydraulic energy systems, as well as the results obtained in the study of their use in electric power production by means of a new computational tool based on a Geographic Information System, GIS. This tool enables good regional planning of energy resources, technologies and energy infrastructures. In this paper the models and techniques used are illustrated by means of maps of sections of rivers, identifying the sections that offer better energy exploitation for electric power generation with small-scale run-of-river hydropower. The developed software tool is flexible, appropriate for studying different scenarios, and can analyze geographically the economic competitiveness of a small hydraulic energy system compared with that of other distributed generation systems (photovoltaic, wind, or biomass energy systems), or with respect to the expansion of an existing electric network (isolated systems vs. connected ones).
