Abstract

An approach and basic concepts for the study of the system dynamics of the management of HIV/AIDS in Botswana is presented. The approach provides a generic context and framework that supports at least three crucial process areas requiring management decision: policy formation and implementation, resource allocation, and performance monitoring and control. The report exemplifies the approach with an executable model. The latter reflects the HIV/AIDS infections and management processes at a high level of abstraction and includes phenomenological observations within Botswana. It enables the study of policies currently employed by government to manage and control the disease and enables the development of alternative policies.
