In this paper, we propose a new framework for a resource broker that aims to find a good compromise between users' objectives and resource providers while executing workflows in Grid environments. Thus, resource brokers need to be aware of the interaction between local batch schedulers on multiple sites. A primary challenge for resource brokers is to minimize the makespans of workflows and independent jobs which are usually mixed up in real Grid environments. In this paper, we propose a centralized broker model thataims to address the aforementioned problem. Moreover, our modelsupports advance reservation in order to provide guaranteed quality of services if both parties commit to some Service Level Agreements.
